In 1882 , Lord Ripon established local self-government in India with the setting up of district local boards . 1882 में लार्ड रिपन ने जिला स्थानीय बोर्डों के गठन के साथ भारत में स्थानीय स्वशासन की स्थापना की .

At the same time he strongly criticised theLocal Self-Government Bill as it was then drafted , for it gave far too much power to the Governor and the District Collectors . इसके साथ ही उन्होंने स्थानीय स्वशासन बिल के उस समय तैयार किये गये दस्तावेज की खूब आलोचना की क़्योंकि उसमें गवर्नर ओर जिला कलेक़्टरों को आवश्यकता से कहीं अधिक अधिकार दिये गये थे .

Although Panchayats were revived by Lord Ripon in 1882 , they did not , in any real sense , represent the will of the people and a Panchayat could hardly be said to be the equivalent of local self government . यद्यपि पंचायतों को लार्ड रिपन ने 1882 में पुनर्जीवित किया था पर वे सच्चे अर्थों में लोकमानस का प्रतिनिधित्व नहीं करती थीं और पंचायत को स्थानीय स्वशासन का पर्याय कहना मुश्किल था .

These aimed at the expansion of the Legislative Councils and the enlargement of their powers and functions , the appointment of Indian members on the Executive Councils , the creation of such Councils where they did not exist , and the further development of local self-government . इनका मंतव्य था कि विधान परिषदों का विस्तार किया जाए तथा उनकी शक्तियों और कार्यक्षेत्र को बढ़ाया जाए , प्रशासी परिषदों में भारतीय सदस्य नियुक्त किए जाएं , जहां पर ऐसी परिषदें नहीं हैं , वहं पर ऐसी परिषदें स्थापित की जाएं , और स्थानीय स्वशासन प्रणाली का और विकास किया जाए .

” With the profoundest respect , therefore , for His Excellency-in-Council and the utmost confidence in His Excellency 's enlightened administration and undoubted sympathy for the people , with firm conviction that His Excellency is determined to give fair play to the scheme of Local Self-government in the Presidency , I must yet strongly oppose the insertion of such a clause as that , because I think it is radically wrong in principle . अत : परिषद मं महामहिम के प्रति गहरे आदर भाव और महामहिम के प्रबुद्ध प्रशासन और जनता के प्रति उनकी असंदिग़्ध सहानूभूति पर परम विश्वास के साथ और इस दृढ़ विश्वास के बवजूद कि महामहिम स्थानीय स्वशासन परियोजना को उचित मौका देने के लिए कृत-संकल्प है , मै इस प्रकार की धारा को शामिल किये जाने की सख़्ती से विरोध अवश्य करना चाहूंगा क़्योंकि मेरे विचार में सैद्धांतिक तौर पर यह मूलतया गलत है .
